Abstract

This is a request from the São Paulo Regional Council of Dentistry (CROSP), a federal body created by Law No. 4,324/1964, responsible for supervising the practice of dental professions and ensuring compliance with ethical standards, to prepare a Technical-Scientific Opinion on the fluoridation of public water supply, due to the great demand that the body has received on the subject, as stated in the request made to the Board of Directors of the Faculty of Public Health (FSP) of the University of São Paulo (USP), through LETTER PRES.0453/2020, dated 12/11/2020. In response to the CROSP, the Director of FSP/USP authorized, on 8/12/2020, the issuance of the aforementioned Opinion.

The Faculty of Public Health (FSP) of the University of São Paulo (USP) has a long history of collaboration with public institutions and, in general, with Brazilian society with respect to the fluoridation of water for human consumption, as a public health technology for the prevention of dental caries. On November 26, 2009, the Ministry of Health recognized these antecedents, which had begun in the mid-20th century, and formalized the installation of the Collaborating Center for Oral Health Surveillance (CECOL) of the FSP/USP. This is how among the oral health supervision activities related to CECOL/USP, the aspects related to the surveillance of the fluoridation of public water supply and associated topics are emphasized, with the objective of contributing to improve the quality of the management of the sector and provide the country with a fluoridation water surveillance system based on reliable information, seeking to improve the quality of the available data on fluoridation coverage in Brazil.
